High-end bar with no security camera?

HEARD over the news about actor Kiefer Sutherland headbutting fashion designer, Jack McCollough, in a VIP bar which is without a security camera system. Not trying to be sarcastic here but simply expressing my curiosity as to why a bar which important figures frequent does not have this important monitoring tool.

Kiefer has remained silent about the incident, Jack has spoken his piece and so has actress Brooke Shields who happens to be the root of this. Despite each person’s generosity in sharing details of the incident, we will never really know what transpired until we see a video footage of it.
Reports have it that Kiefer was irked by Jack when the latter stepped in between him and Brooke thus the headbutt on Jack’s nose. On the other hand, Brooke said she was slightly jostled by Jack but it was no big deal and it appeared unintentional. The actress even blamed the 6-inches high heels she had on for her lose of balance.
We can’t tag Kiefer a troublemaker (now, dont’ start sighting his previous misfits that have been resolved already) neither can we label Jack for misconduct. Had this security camera system been there in the first place to record the encounter, then we wouldn’t be playing this guessing game.
